 2006 NAPA/CNCTA Latemodel Rules

Rule Book Disclaimer

The rules and /or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participation in these events, all participants are deemed to have compiled with these rules. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATIONS OF OR COMPLIANCE WITH THESE RULES AND/OR REGULATIONS. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator, or official.

The race director shall be empowered to permit reasonable and appropriate deviation from any of the specifications herein or impose any further restrictions that in his opinion do not alter the minimum acceptable requirements. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATION OF SPECIFICATIONS. Any interpretation or deviation of these rules is left to the discretion of the officials. Their decision is final.

JMS General rules will apply to the NAPA/CNCTA Latemodel Division, not only at JMS but  tracks the Series might travel to. 

ROOKIE QUALIFICATIONS

To be considered a NAPA Latemodel rookie, a driver may have only made a maximum of five starts with the series in their entire career. To qualify, the driver must compete in at least 75% of the scheduled events. The rookie winner will be determined by how many total points they accumulate through out the season. If there is a tie the winner will be determined by most wins, seconds and so forth.
 

SAFETY

  1. Helmets are required and must be Snell SA90, SA95 or SA2000. Helmet must be worn at all times car is on the track and must accompany vehicle at time of inspection. Roll bar padding required in driver compartment. Fire retardant padding recommended. Arm restraints or full-size (minimum 16"x20") driver-side window net required (no string-type nets). Window net to be mounted so latch is at top front of window. Five point safety belts, sub belt, shoulder harness required. The shoulder harness must be mounted securely to the roll cage. Belts and harness recommended not to be more than one year old. Aluminum high-back seats only, must be bolted in. Kill switch required within easy reach of driver. Switch must be clearly marked 'OFF' and 'ON'. Must have a minimum of three windshield bars in front of driver. No mirrors will be allowed.

NOTE: In 2006 ALL engines will be required to have an eighth inch (1/8) hole drilled in two        external head bolts for officials to seal the engines.

ENGINE SPECS:  

OPTION "A" (Spec Engine)  

  1. Steel block only

  2. A maximum 361c.i. (GM) 362 c.i., (Ford) 364c.i. and 364 c.i. (Chrysler) A minimum four inch bore. Minimum stroke GM - 3.48, Ford - 3.40, Chrysler - 3.313 inch.

  3. Maximum compression will be 10.5 to 1, checked at any time with Whistler. No tolerance will be allowed.

  4. Brodix/Spec or (IMCA) cylinder heads only. No polishing, grinding or altering of any kind will be allowed. No use of any substance that may alter or change shape or size of runners, ports or combustion chambers. Maximum valve sizes are 2.08 intake and 1.600 exhaust. Valve seats and guides are to remain as manufactured and in as-cast positions. Minimum combustion chamber size to be 62 cc volume. Valve angle to remain as manufactured. Approved cylinder heads are GM - (i.e. small block Chevrolet) - Brodix #46221, Chrysler - Mopar Brodix #46222, Ford - (i.e. small block Windsor) - Brodix # 46223.

  5. Modifications will not be allowed to intake manifolds. Must be used as produced by manufacturer. Intakes allowed will be GM - Brodix # HV1009.46 with no carburetor spacers. A .100 inch maximum thickness gasket is allowed. Chrysler - Mopar - Edelbrock # 2915. A Moroso spacer # 64940 is allowed. A maximum .100 inch thickness gasket will be allowed. Ford - Edelbrock # 2981 or 2980 for 351 or # 2921 for 302. A Moroso #64940 will be allowed. A maximum .100 inch thickness gasket will be allowed. Carburetor spacers will not be allowed on 302 cubic inch, 81.700 deck block.

  6. Flat top pistons only.

  7. Connecting rods and crankshafts must be steel. One inch inspection hole is required in the oil pan.

  8. Camshafts may be mushroom, flat tappet or roller design.

  9. Holley 4150 series 390 cfm model number 6895 or 80507 carburetor only

  10. Maximum engine set back in eight inches (8"). This will be measured from the centerline of the upper ball joint to the center of number one spark plug.

OPTION "B" (Limited Late Model Engine)

  1. Engines comparable to the "Limited Late Model Rules Package".

  2. Only OEM stock production heads with stock valve angle (23 degree+/- 2) may be used. GM Bowtie cylinder head part number 10134392, 14011058 or 12480034 casting number 14011034 and Ford M-6049-N351 will be allowed. The Chrysler/Mopar spec head part numbers are P5249769 (cast # 4532693) and P4529446 will be allowed. Maximum valve size for all engines is 1.60 exhaust and 2.055 intake. The only Chrysler/Mopar "R" block that will be allowed is # 4876791AB.

  3. No Dart, World products, Fuel Injection or Ford GT 40 heads allowed.

  4. Heads are to be run with NO modification except surfacing and three (3) angle valve job.

  5. No Titanium parts permitted except valve spring retainers.

  6. Engine must have the following specified stroke, GM - 3.48", Ford - 3.50" and Chrysler/Mopar 3.578".

  7. The maximum cubic inch is GM - 360, Ford - 360 and Chrysler/Mopar - 365. Crank and rod assembly must be steel. Screw in or pinned rocker studs are allowed. Flat tappet lifters only and must be 100% steel. No roller, mushroom or radial lifters. GM engines may change to Ford lifter size (.874) only. No roller bearings for cam or crankshaft allowed.

  8. Stud girdles and roller rockers will be allowed. No roller cams or shaft mounted rocker arms allowed.

  9. Compression ratio is not to exceed 11.0 to 1.

  10. The following intake manifolds, stock and untouched, will be mandatory on all Option B engines. GM - Edelbrock Torker ll # 5001 or # 2101 Performer, Ford - Edelbrock Torker ll # 5081 or # 2181 Performer, Chrysler/Mopar - P5249572 or P5249572AB. No modifications to manifolds in anyway.

  11. Holley carb # 4150 up to 850 cfm may be used. 

  12. One carburetor spacer may be used, not to measure more than 1 1/4 inches including gaskets.

  13. All competitors under Option "B" will be required to weigh 2350 lbs including the driver after each race.

  14. Maximum engine set back is eight inches (8"). This will be measured from the centerline of the upper ball joint to the center of number one spark plug.

OPTION "C" (Altered Limited Latemodel Engine)
Any competitor will fall under this option if you have one or more of the following.

  1. Compression greater than 11 to 1.

  2. A roller cam.

  3. An intake other than those listed in Option "B"

  4. A bore and stroke combination other than stock.

  5. Must run the same head combinations as Option "B".

  6. Must run the Holley 4150 series 390 cfm model number 6895 or 80507 carburetor only.

  7. One carburetor spacer may be used, not to exceed more than 1 1/4 inches including gaskets.

  8. Maximum engine set back is eight inches (8"). This will be measured from the centerline of the upper ball joint to the center of number one spark plug.

  9. All competitors under Option "C" will be required to weigh 2450 lbs including the driver after each race.

  10. If you have something different than what is listed above please contact an official.

OPTION "D" (Super Latemodel Engine)

  1. Use of aluminum blocks, heads or other engine components not meeting options A, B or C shall be classified as Option "D".

  2. Under this option you are required to run a serialized restrictor plate and a Holly 4150 series 390 cfm model number 6895 or 80507 carburetor only.

  3. Maximum engine set back is six inches (6"). This will be measured from the centerline of the upper ball joint to the center of number one spark plug.

  4. All competitors under Option "D" will be required to weigh 2450 lbs including the driver after each race.

CAR REGULATIONS:

1. ROLL CAGES

  1. Main roll cage must be at least 1.5-inch O.D. tubing with minimum wall thickness of .083-inches. Driver’s head must not protrude outside cage with helmet on.

2. DOOR BARS

  1. Driver door bars must be at least 1.5-inch O.D. tubing, minimum wall thickness of .083-inches.

3. CHASSIS

  1. Minimum wheelbase of 103 inches - both sides.

  2. All cars must be equipped with a tow hook or similar device both front and rear of car. A single protection bar will be allowed outside of nosepiece. No sharp edges allowed.

  3. No devices allowed that would enable driver adjustment to alter wheelbase or for weight jacking while car is in competition.

  4. All front suspensions must be of A-frame configuration, no straight axles allowed. Rack and pinion steering is allowed.

  5. Rear bumper can have no sharp edges. Must be either capped, or bent forward at the ends.   

4. SPRINGS

  1. Coil springs must be steel. Leaf springs may be composite or steel.

5. SHOCKS

  1. Must be constructed of aluminum or steel. 

6. ELECTRONICS 

  1. No transmitting or listening devices in car. No electronic monitoring computer devices capable of storing or transmitting information except tachometer allowed on cars. No adjustable ignition control boxes allowed. Ignition box can be connected to engine only. Only one ignition box allowed on car. The only changes that can be made with ignition box are rev-limiter settings, and only one high-end setting is allowed. This setting can be changed through one chip only, or an internal setting inside the box. No timing retard controls allowed. No electronic traction control devices allowed. 

7. Exhaust

  1. Before the old CNCTA web site was taken down the rules on Exhaust simply stated ALL HEADERS TO HAVE COLLECTORS and said nothing more. Therefore in keeping with the promise of no changes for 2006 this rule will remain as stated. Tri-Y Headers are legal for 2006. No mufflers required.

8. FUEL AND FUEL CELL                                                                              

  1. Gasoline only. No performance enhancing additives or pressurized fuel systems allowed. Fuel must pass both dial electric meter and chemical tests for additives. Fuel sample can be taken at any time.

  2. An approved fuel cell with a maximum capacity of 32 gallons must be mounted between the frame rails as far forward as possible. The bottom of the fuel cell must be mounted no lower than the center section. Fuel cell vents must have check valves.

  3. Fuel cells must be encased in an approved container of no less than 18 gauge steel.

  4. All cars must have a fuel cell guard that is separate from the fuel cell and be made out of at least 1.5-inch tubing. Fuel cell guard must come to the bottom of the fuel cell.

  5. All oil and fuel lines must remain inside body panels, lines cannot be exposed to driver's compartment.

9. BATTERIES

  1. All batteries should be mounted between frame rails and ahead of fuel cell.

10. WEIGHT

  1. All option A & B cars must weigh 2,350 pounds after each race with driver plus any other penalties. All option C & D cars must weigh 2450 pounds after each race with driver plus any other penalties. All added weight must be in block form and painted white with car number on it. Weight must be securely fastened with minimum two .5-inch steel bolts, inside body panels, not on rear bumper. Loose objects and/or weights must not be used in driver's compartment.

11. TIRES AND WHEELS

  1. Hoosier D-55 WRS - 2 11.0 x 15 x 88, 90 or 92 must be on all four corners. Other tires allowed such as the American Racer EC-2 or the new IMCA Hoosier but no weight break will be given. Drivers must clear their tires with tech officials prior to competing. Tires can not be any softer than the D-55 compound rating.  No softening, conditioning, sipping or grooving allowed. Grinding or buffing will be allowed with no greater that a 24 grit grinding disc or sandpaper. Method will be closely scrutinized.

  2. A maximum 14-inch wheel may be used. 12" rims are allowed but no weight break will be given. 

  3. Bead locks may be used on all four corners.

  4. Foam, plastic, or aluminum (must be bolted behind bead lock rim). Mud plugs allowed on any wheel.

12. BRAKES 

  1. Brakes must be operative and lock up all four wheels during any inspection. No carbon type or titanium brake rotors allowed. Must be steel.

13. BODIES (See diagram below)

  1. Cars must have stock-appearing nose sections mounted in an approved manner. Plastic added to nose and fender cannot be any wider than 84 inches. 

  2. Roof to be rounded in all directions. Roof must be mounted to quarter panel in a stock manner; it cannot mount to the interior.

  3. Cars must be numbered with large legible numbers on both sides and top. Numbers should be contrasting colors from the body and at least 4 inches thick and 18 inches high on the doors and roof.  All cars must have numbers on right headlight or nose panel area at least 6 inches high and 1.5-inch thick.  Sponsor's names must not interfere with car numbers and must be neatly lettered. 

  4. Rear spoiler may be a maximum of 8 inches in material-height and a maximum of 72 inches in width. (Spoiler cannot be wider than body.) Spoiler braces may be a maximum of 18 inches, and must be triangular in shape. Spoilers may have brace on back (must be 1 inch or more down from top of spoiler). 

  5. Cowl panel in front of driver can be no wider than cockpit and no farther back than the steering wheel.

14. TRANSMISSIONS

  1. Transmissions must have at least two gears forward and one gear reverse, plus a neutral position. Must be able to put in and out of gear with the car sitting still and engine running. No overdrive transmissions allowed.

  2. All manual transmissions must bolt directly to the back of a bell housing which bolts directly to the engine block.

  3. Automatic transmissions must bolt directly to the engine block. A flex plate shield must be used with automatics.

15. DRIVE SHAFT AND REAR END

  1. May use steel or aluminum drive shaft in a similar design to standard production. All drive shafts must be painted white.

  2. All cars must have a circular drive shaft safety hoop made of at least .25-inch by 2-inch steel strap, or 1-inch tubing, mounted six inches back from front U-joint.

  3. Quick change center sections are legal. No open tube rear ends allowed. No cambered rear ends permitted.

  4. Rear end coolers may be used, however cannot be mounted in drivers compartment

2006 NAPA Late Model Body Rules:

2006 Protest Procedures

The following Protest Procedures are only in affect for regular points races at Junction Motor Speedway. These rules will not apply for any specials held at Junction Motor Speedway unless otherwise stated.

In order for a driver to protest a car they feel is not conforming to the rules in the class which they are competing, the following procedures must be followed:

      The driver must have qualified and competed in the A feature of that nights races.

  1. Only a driver may protest another car.

  2. The protesting diver must contact a JMS Official with in five (5) minuets after the A feature has completed.

  3. The protesting driver must have three hundred ($300.00) dollars in cash on him/her and give it to the JMS Official at the time of making the protest

  4. The JMS Officials will determine where the protest is to take place.

  5. Only the JMS Officials, the protesting driver and one pit crew member and he protested driver and one pit crew member will be involved in the procedure. NO INTERVENTION BE ALLOWED BY ANY OTHER INDIVIDUAL. THERE WILL BE A FIVE FOOT BARRIER AROUND THE PROTEST AREA. ANYONE AND THIS MEANS FANS CREW MEMBERS OTHER DRIVERS, ANYONE OTHER THAN THE DESIGNATED PEOPLE COME CLOSER THAN THE FIVE FOOT BARRIER OR IN ANY WAY IMPEDES THE PROTEST PROCEDURE IN ANY WAY VERBAL OR OTHERWISE, THE CAR BEING PROTESTED WILL LOSE ALL POINTS AND MONEY FOR THAT NIGHT.

  6. JMS OFFICIALS will have at their disposal al necessary equipment to test or check any alleged discrepancies in the rules. Junction Motor Speedway will not advocate but may chose to tear a piece of equipment down if it is deemed necessary. Cost, implementation, and infraction of penalties will be issued on a case by case basis if equipment is torn down.

  7. If the protestor is found valid in their complaint that driver will have their three hundred ($300.00) dollars returned.

  8. If the car being protested is found to be illegal, the driver will lose all points and money earned that night.

  9. If a car is found guilty on another rules violation from that point on during the season, that car will lose all points for the season to that date of the second infraction. The car will also lose all money for that night of racing and lose all qualifications for the season to the point of the second infraction qualifying the driver for year end points money.

  10. If the protestor's claims are found invalid Junction Motor Speedway will keep the $300.00 and that money will go into the point fund for that class.

  11. 20 cars or more
