General Rules and Procedures
RULE BOOK
DISCLAIMER
The rules and/or
regulations set forth herein are designed to provide for the orderly conduct of
racing events and to establish minimum acceptable requirements for such events.
These rules shall govern the condition of all events, and by participating in
these events, all participating in these events, all participants are deemed to
have compiled with these rules. NO EXPRESSED OR
IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATIONS OF OR COMPLIANCE WITH
THESE RULES AND/OR REGULATIONS. They are
intended as a guide for the conduct of the sport and are in no way a guarantee
against injury or death to a participant, spectator, or official.
The race director shall be
empowered to permit reasonable and appropriate deviation from any of the
specifications herein or impose any further restrictions that in his opinion do
not alter the minimum acceptable requirements. NO
EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATION OF
SPECIFICATIONS. Any interpretation or
deviation of these rules is left to the discretion of the officials. Their
decision is final.

A.
ADMITTANCE PROCEDURES
1.
Junction
Motor Speedway reserves the right to refuse admission to any party.
B. GENERAL RULES
1. The General Rules section applies to each and every competitor, mechanic, and
pit personnel. Some items, obviously, do
not apply to each class. If you have questions, please ask an
official. Ignorance of the rules is no excuse for failure to comply.
2. The rules and regulations set forth are designed to provide for the orderly
conduct of racing events and to establish minimum acceptable requirements for
each event. All Junction Motor Speedway competitors are deemed to have read and
comprehended these rules, and complied with their content. No expressed or
implied warranty of safety shall result from publication of, or compliance with
these rules and regulations. They are intended as a guide for the conduct of the
sport and in no way is a guarantee against injury or death to participants,
spectators, or others.
3. The officials shall be empowered to permit minor deviation from any of the
specifications herein or impose any further restrictions that, in their opinion,
do not alter the minimum acceptable requirements. No expressed or implied
warranty of safety shall result from such alteration of specifications. Any
interpretation of or deviation from these rules is left to the discretion of the
officials. Their decision is final.
4. The officials and management has final word over technical questions or
operations.
5. Management and officials establish the length, frequency, and administration
of all events and programs, and their decision are final.
6. No person may enter the pit/racing area until he/she has signed all releases,
registrations and/or entry forms. All drivers/owners must complete the
membership agreement and licensing contract. A current IRS W-9 form must be on
file.
C. CONDUCT
1. When in the pit area, make every effort to maintain a constant watch for your
own protection.
2. Any driver who brings alcohol or other controlled substances into the pit
area, or who is under the influence of such substances during the racing
program, will be disqualified and suspended.
3. No driver may get out of their car or stop on the racing surface to argue or
discuss a race situation with the flagman or officials. Violation of this rule
will result in disqualification and/or fine.
4. Car owners, drivers and crewmembers may not enter the pit area of any other
driver to argue over race situations. Concerns should be brought to race
officials only. Violation of this rule can result in disqualification,
suspension, fine, and/or expulsion from Junction Motor Speedway.
5.
Any fighting in the pit area will subject the offender and the car they are
associated with disqualification, suspension, fine, and/or expulsion from
Junction Motor Speedway. The driver/owner of every car is responsible for their
pit crew, people associated with their car and their conduct.
6.
No one is allowed in the scorer's booth, flag stand, or announcer's booth other
than Junction Motor Speedway officials. Violations of this rule will result in
disqualification, suspension, fine, and/or expulsion from Junction Motor
Speedway.
7. Any car owner/driver or crewmember in any way is discourteous to an official
or addresses any official in a non-professional manner shall subject the team or
car they are affiliated with to disqualification, suspension, fine, loss of
points and/or expulsion from Junction Motor Speedway.
8. The race director at their discretion may add further fines,
disqualifications, suspensions, and point or
position deductions or any combination to any violation.
9. Competitors must be in good standing with
licensed Junction Motor Speedway vendors and track. Track reserves the right to
use purse and/or point fund checks to compensate vendors or track for expenses.
D. PARTICIPANTS INSURANCE
Available upon request is a certificate of insurance, which covers everyone
signed in at the pit gate. Owners/drivers and crewmembers are covered by the
best insurance available to any racing facility. If any questions or problems
with insurance come up, contact Junction Motor Speedway at (402) 773-5538 ext
539.
E. LIABILITY INSURANCE
1. Every driver is expected to inspect the racing surface to learn of any
defects, obstructions, or anything else, which, in his or her opinion, is unsafe
for racing. He or she should immediately report any conditions, if discovered,
to officials and/or management. Any driver entering an event is considered to
have inspected the track and found all conditions satisfactory to them. Drivers
understand the risks of auto racing when they enter an event.
2. Junction Motor Speedway assumes no responsibility for damage to or loss of
equipment, vehicles, or any parts what so ever.
F. LICENSE REQUIREMENTS
1. No driver under the age of 16 unless other wise stated. Any driver
under the age of 18 must provide a release signed by both parents or legal
guardians and accompanied by one of the following: A) Notarized copy of their
birth certificate. B) State-issued driver's license or photo ID. Any race team
or individual attempting to circumvent this policy will be subject to
suspension.
2.
Classes running under sanctioning bodies also require a license from that body
before being allowed to compete. JMS will not require drivers to show their
license at our check in booth. Drivers will need to follow their sanctioning
bodies check in guide lines before being allowed to compete.
G.
CAR NUMBERING
1. Numbers should be a minimum of 18" high.
2. Numbers must be placed on both sides and roof (bottom of number facing
grandstands or passenger side) of the car.
3.
For 2006 a number plate will be mandatory in the upper right hand windshield
area or on the right front corner of the car. The number must be at least
6" (inches) high. Review the rules in the division you are competing.
4.
Car numbers can have a maximum of 3 digits. The size, color and style of numbers
must allow prompt identification by officials at all times. Number must be kept
clean. If your number is unreadable you need to make necessary changes or not be
scored.
5.
Information on number availability is available at the Junction Motor Speedway
office. If two drivers want same number, priority is given to driver competing
in the most events in the prior year if they register on/before the first point
race.
H. CONTINGENCY AWARDS
Each year Junction Motor Speedway will provide a list of contingency sponsors
that must have decals placed properly and unaltered on the racecar to be
eligible for year-end awards. Owner or driver must attend a minimum of 80% of
the season's races and register for the awards banquet to be eligible for year
end awards. Drivers must receive weekly awards in person, or risk forfeiting the
award.
I. TRACK PROCEDURE
1. The pit gate opens at 4:00 p.m. (unless otherwise stated). Check-in / draw
closes 1/2 hour before scheduled start of races (unless otherwise stated). Any
driver signed in after that starts at the rear of the last heat.
2. Due to insurance regulations the use of ATVs, Scooters, Golf Carts or
other motorized transportation
is prohibited. Only vehicles used by JMS Officials will be permitted. The
use of ATVs will be permitted at JMS special events HOWEVER NO ONE UNDER
THE AGE OF
16 WILL BE ALLOWED TO OPERATE AN ATV, NO EXCEPTIONS.
ATV use is restricted to the pit area or
payout area only. All ATVs will be loaded onto the trailers as soon as
reasonably possible following the conclusion of the races. No joyriding. One
person per seat. All ATV drivers must
have a valid driver's license and pit pass. Speed limit is 10MPH. Violations may
result in parking the ATV, driver disqualification, suspension, fine, loss of
points or expulsion from Junction Motor Speedway of the offending team.
3. All cars must pack the track when requested and in the manner requested. If
you do not pack the track you will start in the back of your heat no
exceptions.
4. Ties split the total money and points for the two positions for that night.
5. Management and officials determine all finishing positions and their
decisions will be final. Junction Motor Speedway will not use any video replays
for scoring purposes.
6. The pay window closes 1/2 hour after opening. A valid pit ID card or driver's
license must be presented to receive your check.
J.
LINE-UP PROCEDURE
All
drivers must be lined up and in their cars outside of turn three (3) (STAGING
AREA) before halfway of the previous heat or feature that is on track at the
time. At halfway, the cars will be sent to turn four (4), at which time any car
not in their spot will lineup in the back. No exceptions.
1. The following line-up procedures are not absolute. They may be changed for
special events or at the discretion of the officials and/or the sanctioning
bodies.
2.
All starting positions are determined by using a season long points average.
Only races the driver competed in over that period are counted toward the
average. The first two nights of racing will be lined by a draw, with a redraw
for the A feature. Drivers will be inverted high-point average
to the rear of the inversion. Drivers with the highest point averages
will line up in the first 3 rows of the heats, their position inverted by point
average (with high average to the outside 3rd row). Example: 4
heats - invert 24 highest averages of
drivers present, 24th highest average on pole of first heat, highest average
outside 3rd row of last heat. 5 heats - invert 30, etc. Drivers not making the
invert will be lined heads-up by average starting at the 6th row.
3. After the second night of racing all new drivers start at the rear of their
heat. If that driver places in the inversion they will start at the back of the
inversion. If said driver does not make the inversion they will start the
feature in the position they qualified. Drivers missing two (2) consecutive
regular race nights, for any reason, are treated as a new driver for line-up
purposes.
4. The top 12 finishers in the heats (e.g. the top 3 in 4 heats or the top 4 in
3 heats) will qualify for the "A" Feature and be re-inverted by point
average. In the case of 5 or 6 heat races JMS qualify the top 3 per heat and
invert the highest 12 in point averages for the A Feature. Depending on the
number of heats, one (1) finishing position below the top 12 finishers, or those
cars not in the top 12 in point averages (regardless of heat race finish) may be
added to rows 7 and 8 in the "A' Feature. These added cars are lined up
according to heat race finish.
5. Heat race finishes line up "B" Features and other "non-A"
consolation features. Any car unable to start its heat race may be added to the
rear of the lowest consolation feature. Depending on car counts the officials
may run 2 (or more) "B" features and cars will be lined heads-up by
heat race finishes.
6.
The maximum car JMS will start in a feature is 22. If there are 24 cars in a
given class all 24 will have the opportunity to start the A feature. Those cars
will receive twenty second place pay. If there are 25 or more cars in a given
class there will be a B Feature
7.
Points stay with the driver and the number that driver registers under. Should
the occasion arise a driver competes in a car with a different number, the
points will go to the driver and the number they originally registered under.
8. The only time a Driver may compete or switch to a different car during a
particular night of competition is as follows:
a)
Car was disabled prior to the heat races.
K.
Protest Procedures
The
following Protest Procedures are only in affect for regular points races at
Junction Motor Speedway. These rules will not apply for any specials
held at Junction Motor Speedway unless otherwise stated.
In
order for a driver to protest a car they feel is not conforming to the rules in
the class which they are competing, the following procedures must be followed:
The driver must have qualified and competed in the A feature of that nights
races.

Only
a driver may protest another car.
-
The
protesting diver must contact a JMS Official with in five (5) minuets after
the A feature has completed.
-
The
protesting driver must have three hundred ($300.00) dollars in cash on
him/her and give it to the JMS Official at the time of making the protest
-
The
JMS Officials will determine where the protest is to take place.
-
Only
the JMS Officials, the protesting driver and one pit crew member and he
protested driver and one pit crew member will be involved in the procedure. NO
INTERVENTION BE ALLOWED BY ANY OTHER INDIVIDUAL. THERE WILL BE A FIVE FOOT
BARRIER AROUND THE PROTEST AREA. ANYONE AND THIS MEANS FANS CREW MEMBERS
OTHER DRIVERS, ANYONE OTHER THAN THE DESIGNATED PEOPLE COME CLOSER THAN THE
FIVE FOOT BARRIER OR IN ANY WAY IMPEDES THE PROTEST PROCEDURE IN ANY WAY
VERBAL OR OTHERWISE, THE CAR BEING PROTESTED WILL LOSE ALL POINTS AND MONEY
FOR THAT NIGHT.

JMS
OFFICIALS will have at their disposal al necessary equipment to test or
check any alleged discrepancies in the rules. Junction Motor Speedway will
not advocate but may chose to tear a piece of equipment down if it is deemed
necessary. Cost, implementation, and infraction of penalties will be issued
on a case by case basis if equipment is torn down.

If
the protestor is found valid in their complaint that driver will have their
three hundred ($300.00) dollars returned.
-
If
the car being protested is found to be illegal, the driver will lose all
points and money earned that night.
-
If
a car is found guilty on another rules violation from that point on during
the season, that car will lose all points for the season to that date of the
second infraction. The car will also lose all money for that night of racing
and lose all qualifications for the season to the point of the second
infraction qualifying the driver for year end points money.
-
If
the protestor's claims are found invalid Junction Motor Speedway will keep
the $300.00 and that money will go into the point fund for that class.
L.
JMS Safety Equipment Rules
-
Helmets
are required and must be approved SHCA or Snell-type full coverage and
should be worn at all times car is on the track. Helmets-Snell SA95 or
SA2000 recommended. Helmet must accompany vehicle at time of inspection.
Seat belts must be within 3 years of manufacture date to be legal.
-
SFI
approved fire suits of a flame retardant nature must be worn by all
competitors. For 2006 mandatory will be: Fire retardant underwear or double
layer or more fire suit, neck brace, socks, shoes and gloves.
-
Competition
shoulder harness at least 3 inches, lap belt at least 3 inches, and
sub-strap are required. No factory type shoulder belts or straps should be
used. Metal to metal buckles are required on shoulder and seat belts. The
shoulder harness should be mounted even with or slightly above driver's
shoulders. Seat belts and shoulder harness recommended not to be more than 1
year old, and can't be more than 3 years old.

The driver must have qualified and competed in the A feature of that nights
races.

Only
a driver may protest another car.

The
protesting diver must contact a JMS Official with in five (5) minuets after
the A feature has completed.

The
protesting driver must have three hundred ($300.00) dollars in cash on
him/her and give it to the JMS Official at the time of making the protest

The
JMS Officials will determine where the protest is to take place.

Only
the JMS Officials, the protesting driver and one pit crew member and he
protested driver and one pit crew member will be involved in the procedure. NO
INTERVENTION BE ALLOWED BY ANY OTHER INDIVIDUAL. THERE WILL BE A FIVE FOOT
BARRIER AROUND THE PROTEST AREA. ANYONE AND THIS MEANS FANS CREW MEMBERS
OTHER DRIVERS, ANYONE OTHER THAN THE DESIGNATED PEOPLE COME CLOSER THAN THE
FIVE FOOT BARRIER OR IN ANY WAY IMPEDES THE PROTEST PROCEDURE IN ANY WAY
VERBAL OR OTHERWISE, THE CAR BEING PROTESTED WILL LOSE ALL POINTS AND MONEY
FOR THAT NIGHT.

JMS
OFFICIALS will have at their disposal al necessary equipment to test or
check any alleged discrepancies in the rules. Junction Motor Speedway will
not advocate but may chose to tear a piece of equipment down if it is deemed
necessary. Cost, implementation, and infraction of penalties will be issued
on a case by case basis if equipment is torn down.

If
the protestor is found valid in their complaint that driver will have their
three hundred ($300.00) dollars returned.

If
the car being protested is found to be illegal, the driver will lose all
points and money earned that night.

If
a car is found guilty on another rules violation from that point on during
the season, that car will lose all points for the season to that date of the
second infraction. The car will also lose all money for that night of racing
and lose all qualifications for the season to the point of the second
infraction qualifying the driver for year end points money.

If
the protestor's claims are found invalid Junction Motor Speedway will keep
the $300.00 and that money will go into the point fund for that class.

JMS Safety Equipment Rules
-
Helmets
are required and must be approved SHCA or Snell-type full coverage and
should be worn at all times car is on the track. Helmets-Snell SA95 or
SA2000 recommended. Helmet must accompany vehicle at time of inspection.
Seat belts must be within 3 years of manufacture date to be legal.

SFI
approved fire suits of a flame retardant nature must be worn by all
competitors. For 2006 mandatory will be: Fire retardant underwear or double
layer or more fire suit, neck brace, socks, shoes and gloves.

Competition
shoulder harness at least 3 inches, lap belt at least 3 inches, and
sub-strap are required. No factory type shoulder belts or straps should be
used. Metal to metal buckles are required on shoulder and seat belts. The
shoulder harness should be mounted even with or slightly above driver's
shoulders. Seat belts and shoulder harness recommended not to be more than 1
year old, and can't be more than 3 years old.
